When I lived up in Virginia City Highlands, in the hills east of Reno, I was visited all the time by wild horses to mow my lawn.

I do understand why they try to maintain the heard levels, just like wild game. If left uncontrolled, they will multiply and eat everything to the ground, and starve themselves into extinction.
Back when early Indians were around, they knew this, and were careful how they hunted them, but knew if they didn't, there would be no food for all the other animals.
The Indians were also smart when it came to burning the forests floor every year. Unlike the way it's done nowadays. Nowadays they let fires burn the forests they want burned, and kills all the animals. Not a good way to manage anything.

I don't think the Indians hunted horses for food. They gathered them to ride for transportation and hunting other game. But if a horse became lame or injured, they may put it down and use it for food, soap, and anything else they can use from it.
