Hmm...a money laundering scheme?
I wonder if it's possible that the cards are a
swindle of taxpayer's money, whereby the
migrants aren't really being given that much,
but instead given $1000 and the other $9,000
is siphoned off to criminals in the Biden/NYC
administration?
Again, hmm...
The migrants couldn't rat out that they didn't
get the $10,000, because if they did, at best
they'd be deported, at worst, they'd be dead!

No, it is not the same difference. Using a city's
taxpayer dollars is different than using the country's
taxpayer dollars. But apparently, for you, it isn't any
different. And you cannot see the difference. True, it
is taxpayers dollars, but in different capacities and
leagues.
