Hmmm. Seems like a good idea, but if the water comes in like a massive tsunami, how will the "island" with it's trailer like abodes be able to withstand that?

Why of course, the complex will fire up the emergency balloons or sprout wings and fly like pigs and rats, lol. Sorry, couldn't help myself- :D
OTOH there are navy ships said to be built to shift into a vertical position during a wave crashing against it. Those abodes would have to be articulated to move with the platform they are on and shielded from flooding. Or heck, there's already a floating plastic island in several ocean gyres so they could build on those perhaps? After all, the plastic islands are not going away and will continue to accrue more plastic and animals that seek refuge underneath them.
