Hi dib,

Yes, the old per capita argument. If the goal is to reduce atmospheric CO2 (you know, for climate change) the concern should be about total emissions. The US could lower our per capita emissions to the level of China and atmospheric CO2 would still continue to rapidly rise and China continues to bring a new coal fired power plant every 2 weeks. Which really doesn't get us anywhere.

The political blog thinkprogress talks about historical emissions instead of 21st century emissions which is relevant to controlling increasing atmospheric CO2.

Or is that not the goal here?
