So is this saying eq's will be a piece of the plate
instead of a long rupture? If so, would that mean weaker
quakes? Or am I misunderstanding this?

I don't think the article asked or answered your question, but if the New Madrid earthquake was caused by that kind of deformation, then it would appear that there are no magnitude limits other than that shown by the earthquake catalogs.
