If some may recall before the 2010 M 7.0 quake in Port-O-Prince the Haitians had suffered from several tropical storms and had used up all of their emergency supplies so when the quake arrived they were in the worst possible condition.

Haiti is like Bangladesh, it's a place waiting for the next disaster and between them is political unrest and they just can't get a leg up. Though of the monies promised following their earthquake some did not arrive for years and fortune seeking folks who said they were going to build housing for them collected the money but built nothing.
