check it out where? I don't see on any of the fire blogs anything about NorthCom helping fires. Where would I find it?
Hey you know we were talking about squirrels getting all the walnuts Dona? Well I did go out this am, gathered what I could before the little creeps got 'em - now I've got about 30 walnuts - big whoopie. Then they ar digging into my hanging petunia planters trying to plant the nuts - killed 3 already.
About ready to get a pellet gun except I can hardly kill the vinegar flies so abundant now!lol.

The Modular Airborne FireFighting System or MAFFS is a self-contained unit used for aerial firefighting that can be loaded onto a C-130 Hercules, a military cargo transport, which then allows the aircraft to be used as an air tanker against wildfires. This allows the U.S. Forest Service (USFS) to utilize military aircraft from the Air National Guard and Air Force Reserve to serve as an emergency backup resource to the civilian air tanker fleet.

the Air National Guard's 153d Airlift Wing from Cheyenne, Wyoming,

I still have to review chain-of-command for the reserve wing from Colorado, but as with any National Guard or Air National Guard units, in the "federal" line of authority they would fall under Northern Command if they are supporting domestic operations outside of the boundaries of the state they belong to, which requires the Federal Emergency declaration.



The governor of each state can call the state's Army and Air National Guard units to active duty to help respond to domestic emergencies and disasters, such as those caused by hurricanes, floods, and earthquakes. If additional help is needed, a governor can request federal assistance through the Federal Emergency Management Agency (FEMA). With a presidential declaration of disaster, FEMA's federal assistance can include additional military support from DOD (both active duty and reserve forces). Not everything associated with "Northern Command", "FEMA", or "DHS" are a "OMG Look What they're doing!" type of event. Sadly two and one-half years ago because the exact and finitely described procedures for National Guard, or Reserves, or Active Duty forces, were not used following every little "jot and tittle", an Army Officer from Ft. Rucker ruined his own career, when they asked the Geneva County Sheriff, if they needed assistance.

In response to a request for assistance from the Geneva County Sheriff's Office and Samson Police, troops from nearby Fort Rucker were deployed to the streets of Samson where they manned traffic stops and guarded a makeshift morgue. An Army investigation later determined this to be in violation of the Posse Comitatus Act, which prohibits federal troops from performing law enforcement actions, and took administrative action against at least one officer. SAMSON, Ala. -- An Army investigation found that Soldiers should not have been sent to man traffic stops in a small Alabama town after 11 people were killed in March during a shooting spree.

An Army report released to The Associated Press on Monday in response to a Freedom of Information Act request said the decision to dispatch military police to Samson from nearby Fort Rucker broke the law. But an Army spokesman said no charges have been filed following the Aug. 10 report.

"As a result of the findings of the report, the Army took administrative action against at least one person," Lt. Col. Christopher Garver said.

The action was less than a transfer or discharge but Garver would not elaborate.

The report from the Department of Army Inspector General found the use of military personnel in Samson violated the Posse Comitatus Act, which prohibits federal troops from performing law enforcement actions. The names of those involved were redacted from the report.

The officer who made the decision to send the Soldiers thought he had the authority based on his experience with responses to Hurricanes Katrina and Andrew, the report said.

According to the report, the officer's "intent was to be a good Army neighbor and help local civilian authorities facing a difficult, unique tragedy affecting the local community. There were no apparent adverse collateral effects to the support provided."

The Army has said 22 military police and an officer were sent after Michael McLendon, 28, shot nine people to death in Samson and killed a 10th in neighboring Coffee County. The March 10 spree ended when McLendon killed himself.

The Soldiers arrived in the hours after the shootings, which stretched the town's tiny police force and county officers to the limit with several different crime scenes.

The report said troops were dispatched after the Geneva County Sheriff's Office and Samson Police requested assistance from Fort Rucker to relieve law enforcement at traffic check points around the crime scene area.

The mission in Samson lasted about five hours. The military also guarded bodies at a makeshift morgue.

Subject: almost missed your post - thanks Bill....


for that info. Seems to me that the military were very much needed for that town after the shootings and that the officer at least had good intent albeit against the posse comitatis laws which in cases like that could possibly be waived since so many small towns like that one, don't have the capability to protect it citizens in those kinds of emergencies.

I remember back during hurricane Katrina when the military had to take over many responsibilities that local law enforcement couldn't oversee and did so much to save lives. Of course that was declared a disaster by FEMA, etc. Remember General Russell Honore who just got in there and made stuff happen and the Coast Guard rescued over 33,000 folks during that horrid event!

In Washington state, the Gov called out the Nat'l guard recently during the big fire there after all private enterprises had been exhausted and now the Idaho just called the Nat'l guard to help with that enormous fire there.

and rep.,military this last week,etc on DOD function in
disasters. You
will be surprised,upset, grateful maybe and totally
amazed on how far DOD has united with DHS.
They also said that foreign troops are set to help if
there is a new Madrid eq.

I will try to get it off cspan. It was weird for they
hosted both left and right with the military ...sorta
scary what everyone is doing and most do not have any
idea because they do not watch the briefings.
