Yes, that is my understanding and from other articles as well. Seems I recall from viewing a couple of documentaries that the surrounding area the surface of the soil and any debris was scooped up and placed in plastic garbage bags. I found an article about it at the link. So much for that solution, eh.

thx for posting! i was just ready to post this in the earthwatchers section, but you beat me to it :-)
very very worrisome, especially since some 2,667 bags were left out in the open without even a sheet placed over them for protection Should be viral news, but of course nothing about this on the mainstream newssites in my country.. IMO the most important news right now
