in their ceremonies they do something three times in preparation for doing something and then on the fourth time they actually do it
the syllables parse like this
-tópa- stem (toh, sharp impact sound + pah, sends pressure waves from all four directions)

could this be a reference to a bolide impact so large that the sound waves came from the point source and arrived from all four directions at once?
and the Lakota are not the only culture that refer to four in a sacred manner
since we are not allowed to post scripture here I can only suggest that there are many verses where four is a special number
