Angel voices seem to be in the background of this song which starts at the 2:30 mark. The human voices sing “halleluja” while angel voices seem to sing long, sustained notes in the background.
At the 3:40 to 4:30 marks the human voice sings, with angels singing in the background:
“halleluja, breathe it all across the land,
everybody’s singing at the Lord’s command,
all the saints and the angels are in heaven,
wait to hear the news of Jesus and his children
as they’re coming through.”

doubt everybody going to be doing so later.

It is not angels it's humans... I have heard angels and they
do not sound anything like the voices of this world....granted
I have only heard the sound twice for barely seconds but it's
so unlike the voices of this world it's ineffable it's nothing
even similar to this world it's so high above it...so beautiful
and pure. I seriously doubt it possible for heavenly host in
the highest realm to would ever be recored as in
permissible as it's a gift that is given to a rare few to even
hear it for a second and it's not given for publicity but to
remember to hold on in the true Faith of Christ in obedience.

heard, no heart has imagined, what God has prepared for
those who love Him.”

The voices of this world like on the tape sound awful by
comparison to the angels of the heavenly realms...but many
give their worldly voice which does not sound like all that
over for praise of flesh and they sell it and others buy it for
worldly riches.
