Somehow; unbeknownst to me the PING virus has recently infected my computer. Unfortunately because of a peculiar Windows XP re-install over 8 months ago just after a reformat of my hardrive; I am unable to boot up in ‘Safe Mode’; so that purge option is unavailable. Even though I am still able to access the Internet & download software; I am unable to install it. I can no longer run my IOBIT ASC scan software or even Spybot - Search & Destroy; so I am @ my wits end as to how to resolve this frustrating issue. I have also tried numerous options from the DOS Command prompt but to no avail. Any super geeks have any brilliant ideas; excluding reformatting the hardrive & starting over? (;<)

There is only ONE way to be 100% sure of eradicating any infection. Reformat the drive and reinstall everything from trusted media (ie original CDROMS).
Also, don't rely on any programs you download to the infected computer to recover it. How do you know that what you just download didn't just get mucked with by the infection?
If there is data that needs to be preserved, as others mentioned there are two options:
One is to reinstall to a new drive, get it updated and all your protection software running. Then install the old drive as a secondary and scan the hell out of it. Then copy, carefully, just those files you need saved. Then wipe the drive to eradicate the infection. Advantage, you now have a second drive to use as a backup, or for use in future infection scenarios.
The other requires access to another computer. Place the drive into it as a secondary. Scan the hell out of it. Copy necessary files to primary drive. Reformat the infected drive. Then you can reinstall onto the cleaned drive and then when done, copy the saved files.

OK, spybot won't run until you reinstall it. Redown load it. And then install. I have had that happen before.
Download CCleaner at http://download.cnet.com/ccleaner/
Download AVG free virus at
http://download.cnet.com/AVG-Anti-Virus-Free-Edition-2012/3000-2239_4-10320142.html?part=dl-avg_free_us&subj=dl&tag=button
Now shutdown your internet and all open programs.
Install your CCleaner and run it. This will empty all temp files, recycle bin, cookies etc.
Now go to your task manager and make sure all internet files are closed (may be running in background).
Now, install your AVG.
Run your spybot and your AVG. Will take some time so just let it run, check now and then to make sure it doesn't go to sleep.
When it is done. Restart your computer and run them again.
Restart your computer and open your internet browser.
Go to your options and check your history and cookies. Dump them all (ccleaner will not dump cookies you have added).
Restart your computer and restart again.
If you still have trouble, then try safe-mode again.
You should be able to now.
This is a long drawn out process, but I have saved my daughters many times.
If all else fails, restore to a previous point. And do it all again!

Thanx, but recall my original post - ‘Even though I am still able to access the Internet & download software; I am unable to install it.’ I have a local computer programmer friend that will try to boot from a virus scan CD. If that fails; I’ll have to wait until I have enough funds to deal with it properly. (;<)

Ideas 2 & 3:
2) Remove hard drive and install as a second drive on another computer which has anti-virus installed. Do a full scan on your drive.
Hopefully it won't ID your system32 files as a root toolkit and delete them. If so then you may have to reinstall the OS after the scan and retrun to your PC. (You may have to go pay a computer repair shop to do this if you don't have access to a 2nd compatible pc with anti-virus sw on it -like a friend/neighbor/other business cpu etc..
3) Buy a new hard drive. Resinstall operating system. Install your contaminated harddrive as a second drive your computer. Set yoru anti-virus software to do a full scan on boot-up. This should neutralize PING.

Kaspersky Rescue Disk 10
Kaspersky Rescue Disk is designed to scan, disinfect and restore infected operating systems. It should be used when it is impossible to boot the operating system.

Try looking for some online virus scans.
Like maybe: http://www.kaspersky.com/virusscanner
Be careful tho as some 'free scans' merely insert more malware.
