I was going to suggest replacing the URL with the actual IP address, but it appears the webhost for this site blocks such direct access attempts.
So, in lieu of that, ask the library officials and see if the blockage is due to a violation of internet access policies. If not, request the the site be restored. But, if it is a violation of their policies, there won't be anything you can do about. It is THEIR computers, after all.
A possibility, there was someone I was talking to about this site and they said they could not access it from their company computers. It was reported as a live chat site. That is obviously an error. So, in light of this information, if the library claims something of the kind, kindly inform them that they are mistaken.
As much as I might take issue with some of the subjects discussed here, and occasionally disagree with Bopp's moderating policies, I detest censorship in most cases.
But again, do keep in mind it's their computers, and although we may disagree with their blocking of this site, they can do whatever they want with their computers. So although I encourage you to inquire, don't get too upset if they take a hard stance. You may simply have to find some other way of accessing the internet.

like I said before, the library may use an ip that I have blocked...find out what the ip of your library computer is and post it here...see link
