Things to consider:

Water expands as it freezes. If you live
where it freezes, your plastic milk jugs of
water will split.

If you store water in clear or translucent
containers, you will probably have mold
growing in them, unless you add a lot of
bleach or keep them in the dark.

Water is heavy - 8 pounds per gallon. You
do want the containers up out of reach of
any animals who will mark their territory.
But the cute little wire shelves from the
big box stores won't hold more than a few
gallons without collapsing. You want the
heavy metal shop shelves or wooden shelves.
