It could fit with the Russia Russia thing too. Similar plot(exaggerating) except its Canada, but could easily be inserted there. I think this movie was made back in the 90"s? Yes, just checked on wiki, before Putin came to power. 1995. The 'news' and politicians and military leaders seems to be the same as it is now. Drumming for an excuse for war etc.
