The Rapid Support Forces (RSF) in war-torn Sudan has unleashed yet another depopulation campaign in the towns and villages of al-Gezira state, killing hundreds, looting, raping, and burning crops in the country’s breadbasket amid a famine that has engulfed over half the population.
“Never in modern history have so many people faced starvation and famine as in Sudan today,” said UN experts. “Severe levels of hunger” affect more than 25 million people, said the experts, including 97 percent of the over 11 million internally displaced people (IDPs). Thirty percent of Sudan’s population has been displaced along with the over 3 million others who have fled to neighboring countries.
Adding to the largest displacement crisis in the world, the wave of attacks since October 20 has forced another 135,000 people to flee from the eastern region of al-Gezira, the UN’s International Organization for Migration (IOM) reported on November 1.
The RSF, a paramilitary organization that has been at war with the Sudanese Armed Forces (SAF) for over a year and a half, invaded al-Gezira in December 2023. Attacking more than 2,000 villages this February, it brought agriculture to a near halt in this state whose Nile-watered fields were producing over half of all Sudan’s wheat.
Most of these 2,000 villages in the western vicinity of the Hasahisa, one of the main towns in the central part of al-Gezira, remain deserted, said Jamal (name changed) spokesperson of Hasahisa’s Resistance Committee (RC).
A network of RCs across Sudan was spearheading the mass protests against the military junta jointly led by the SAF and the RSF before the allies turned on each other, hurling the country into a civil war in April 2023. Since then, the RCs have been organizing and coordinating relief and rescue efforts for civilians caught in the war. The conflict has claimed well over 62,000 lives, according to a conservative estimate.
Crucial Market Towns Attacked
Until the RSF’s invasion late last year, al-Gezira was a safe haven for those fleeing the fighting in the capital region of Khartoum. Following the attacks in February 2024, the eastern area became the only safe region, Jamal said. Its market towns of Rufaa and Tambul were “serving as the main suppliers of food for the entire state.”
But not anymore. Abu Aqla Kakil, the RSF’s former commander in al-Gezira is reported to have spared the eastern part of the state due to social ties with the communities in the area. However, he defected to SAF on October 20 and the RSF began reprisals on civilians the very next day, attacking Rufaa and Tambul multiple times since.
When the RSF reached the village of Safita al-Ghanoubab on October 23, residents resisted the RSF. But the small weapons the army had distributed to them were no match for the RSF, which killed at least 14 before overrunning the village. On October 25, the RSF besieged the village of al-Sireha and ordered the residents to hand over their weapons. Refusing, the “residents told the RSF that there were no army units, only women and children sheltering in their village, and they would not allow the RSF to enter and harm them,” Jamal told Peoples Dispatch.
In the massacre that followed, the RSF killed at least 124 people and wounded 200 others, before taking another 150 civilians as prisoners. A local monitoring group, the Al Jazirah Conference, reported later that at least three of them, including a baby, were “slaughtered,” after finding two bodies in the fields and another dumped in an irrigation canal. The fate of other captives remains uncertain amid fears that they also may have been executed.
In total, the RSF has attacked over 60 villages centered around Tambul and Rufaa in October and November 2024. Most residents there have fled. Villages in the vicinity that did not come under attack are also deserted because, Jamal explained, their residents have no means to survive without the markets in Tambul and Rufaa.
Only those unable to flee remain. With artillery fire and road closures, the RSF is reportedly preventing the residents from leaving Rufaa to use them as human shields against SAF airstrikes.
Those left behind are short of food supply, most of which was looted by the RSF from the markets and the homes they invaded. Water and electricity have been cut off, along with telephone lines.
“We are not able to contact any of them,” Jamal said. The RSF has confiscated the Starlink devices that RC members in the villages were using to communicate via the internet.
Attacks Expanding to Other Areas
The areas under attack in al-Gezira are expanding. On October 31, the RSF invaded homes, seized vehicles, looted gold and money, and gave residents a 24-hour ultimatum to desert the village of Mustafa Al-Qureshi in al-Halawin.
The UN’s Secretary-General António Guterres was “appalled by reports of large numbers of civilians being killed, detained and displaced, acts of sexual violence against women and girls, the looting of homes and markets and the burning of farms,” his spokesperson said on November 1.
That day, RSF depopulated another village in al-Halawin, before launching attacks on other localities including al-Kamlin and Hasahisa to the west and northwest of Tambul. Across al-Gezira, a total of 120 villages have been affected by RSF attacks since October 20, according to a joint statement by the RCs of Hasahisa and Rufaa on November 1.
In the meantime, after welcoming into its ranks the defected RSF commander Kakil, “whose hands are stained with the blood of the people of Gezira,” the army has withdrawn from the state. This, said the RCs, has left civilians “to face death alone,” making no attempts to protect them, the statement added. It called on junior officers and soldiers “to take a clear stance against the failure of your leaders, who… are sacrificing our people for political gain.”

PARIS, Nov 12 (Reuters) - Russia's growing economic and military cooperation with China, North Korea and Iran is threatening Europe, the Indo-Pacific and North America, NATO Secretary General Mark Rutte said on Tuesday.
Rutte, in what appeared to be a message to the next U.S. administration as President-elect Donald Trump prepares to take office, underlined the importance of transatlantic unity and continued support for Ukraine in its war with Russia.
Speaking before talks with French President Emmanuel Macron, Rutte outlined what he saw as the dangers posed by North Korean and Iranian military assistance for Russia.
"At the same time, China backs Russia's economy, enables its defence industry and amplifies its narrative all over the world stage," Rutte said. "Russia working together with North Korea, Iran and China is not only threatening Europe, it's threatening peace and security, yes, here in Europe, but also in the Indo-Pacific and in North America."
Trump has criticised the scale of Western aid to Kyiv and has said he will end the conflict in Ukraine swiftly, without saying how. His victory in the U.S. presidential election has caused concern in Kyiv and other European capitals about the degree of future U.S. commitment to helping Ukraine.
Russia is advancing at its fastest rate since 2022 despite taking heavy losses, and Ukraine said last week it had clashed with some of an estimated 11,000 North Korean troops deployed to Russia's Kursk region.
SUPPORT FOR UKRAINE Kyiv is now battling to put itself in the strongest position for any negotiations, including by securing more arms and holding out on the battlefield. A senior Ukrainian official has told Reuters the next four to five months will be pivotal.
"We must recommit to stay the course of the war and we must do more than just keep Ukraine in the fight," Rutte said.
"We need to raise the cost for (Russian President Vladimir) Putin and his enabling authoritarian threats by providing Ukraine with the support it needs to change the trajectory of the conflict."
Macron said he would continue to push for aid to be sent to Ukraine for as long as necessary. "It is the only way towards negotiations and I want to be clear, when the time comes, nothing should be decided on Ukraine without the Ukrainians and on Europe without the Europeans," he said.

Galix System visible on armoured personnel carriers used by RSF System manufactured by Lacroix Defense and KNDS France Existing EU embargo prohibits transfer of arms to Sudan
French-manufactured military technology incorporated into armoured personnel carriers made by the United Arab Emirates is being used on the battlefield in Sudan in what likely constitutes a violation of the UN arms embargo on Darfur, Amnesty International said in a new investigation.
In a briefing published earlier this year, Amnesty International identified armoured personnel carriers (APCs) in various parts of Sudan made in the United Arab Emirates (UAE). New research has shown that these APCs, which are in use by the Rapid Support Forces (RSF), include sophisticated French-designed and manufactured reactive defense systems.
The Nimr Ajban APCs are manufactured in the UAE by the Edge Group, and equipped with the French Galix System. In pictures shared on social media and verified by Amnesty International, several Nimr Ajban APCs destroyed or captured by the Sudanese Armed Forces (SAF) have the Galix System visible.

The Galix System – made by Lacroix Defense and jointly designed with Nexter (now KNDS France) – is a defense system for land forces that releases decoys, smoke and projectiles to counter close-range threats. Lacroix Defense advertises that the Galix System “hides fighting vehicles from an approaching threat and protects the vehicles, main battle tanks and APCs”.
All countries must immediately cease direct and indirect supplies of all arms and ammunition to the warring parties in Sudan. Agnčs Callamard, Amnesty International’s Secretary General “Our research shows that weaponry designed and manufactured in France is in active use on the battlefield in Sudan,” said Agnčs Callamard, Amnesty International’s Secretary General.
“The Galix System is being deployed by the RSF in this conflict, and any use in Darfur would be a clear breach of the UN arms embargo. The French government must ensure that Lacroix Defense and KNDS France immediately stop the supply of this system to the UAE.
“Amnesty International has already shown how the constant flow of arms into Sudan is causing immense human suffering. All countries must immediately cease direct and indirect supplies of all arms and ammunition to the warring parties in Sudan. They must respect and enforce the UN Security Council’s arms embargo regime on Darfur before even more civilian lives are lost.”

Amnesty International contacted Lacroix Defense, KNDS France and the Secretariat-General for National Defence and Security in France on 15 October 2024 highlighting the identification of the Galix System in Sudan. At the time of publication, no response had been received.
UAE and France defense sector dealings
The UAE and France have a long-standing partnership in the defense sector. The French parliamentary 2024 report on arms export indicates that French companies were responsible for delivering an estimated EUR €2.6 billion in military equipment to the UAE between 2014 and 2023.
Lacroix Defense has an established presence in the UAE, having set up a joint venture with Emirates Defense Technology as early as 2015 to be “one of the first French intermediate-sized companies to localize in the UAE”. Nimr Ajban APCs have been equipped with the Galix system since at least 2017.
The European Union has imposed an arms embargo on the whole of Sudan since 1994. The embargo prohibits the sale, supply, transfer or export of arms and related materiel of all types, including weapons and ammunition, military vehicles and equipment, paramilitary equipment and spare parts to Sudan.

France is bound by international, regional and national laws to prohibit the export of arms where there is a substantial risk that the arms could be used to commit or facilitate a serious violation of international human rights or humanitarian law. If France cannot guarantee through export controls, including end user certification, that arms will not be re-exported to Sudan, it should not authorise those transfers. The UAE has a long track record of breaching UN Security Council arms embargoes, including in relation to Libya and Sudan.
All companies, including Lacroix Defense and KNDS France, have a responsibility to respect human rights. This responsibility requires companies to conduct human rights due diligence throughout their entire value chain – from the point of origin to the end user – to identify, prevent, and mitigate any actual or potential involvement in human rights abuses. The standard of human rights due diligence required is heightened with respect to business activity impacting conflict- affected areas.
Amnesty International is also calling for the UN Security Council to expand its arms embargo on Darfur to the rest of Sudan and to strengthen its implementation, monitoring and verification mechanisms.
Background
Fighting erupted in Sudan in April 2023 between the SAF and RSF paramilitaries. Since then, more than 23,000 people have been killed and 33,000 injured, of which a substantial number are civilians who have been impacted by indiscriminate and deliberate attacks. Sudan is currently the world’s largest displacement crisis with the latest escalation in conflict displacing more than 11 million people.
On 15 April 2024, the first anniversary of the recent escalation in conflict, Amnesty International launched a global petition urging the UN Security Council to extend the existing arms embargo beyond Darfur to the rest of Sudan. This is part of a wider Amnesty International campaign advocating for protection of civilians in Sudan, and calling for accountability for those who have committed atrocities against civilians.

RSF is headed by Mohamed Hamdan Dagalo ("Hemedti"), who has been its leader since it was created in 2013 or 2014.[25][19] As of September 2019, Hemetti's brother Abdul Rahim Hamdan Dagalo is deputy head of RSF.[2]
In November 2017, Hemetti used RSF to take over control of gold mines in the Darfur region, which led to him becoming one of the richest people in Sudan by 2019.[27] Hemetti's brother Abdul Rahim, deputy head of RSF, heads the Al Junaid (or Al Gunade) corporation involved in gold mining and trading in Sudan.[28]
