Israel has made it clear to the U.S. and major European countries in the past
few days that it is not acting to remove the entire civilian population from
northern Gaza.

These countries, however, are treating Israel's clarification with suspicion and
believe that the government's explanation does not honestly represent IDF
operations on the ground.

Western diplomats from countries that have received these Israeli messages
told Haaretz that Israel did not do enough to quiet their fears, adding that they
are having a difficult time gathering reliable information on happenings inside
Gaza.

The IDF began operating in Jabalya in northern Gaza two weeks ago, in an
operation that has been officially presented as an attempt to damage the
military infrastructure that Hamas built in the area in recent months.

In parallel with the operations against Hamas targets, claims have been raised
that the Israel is in practice implementing the plan of Maj.-Gen. (res.) Giora
Eiland to remove the entire civilian population from north Gaza, transferring
them south, beyond the Netzarim corridor.

The move won the support of extreme right-wing ministers in the government,
who have long held aspirations of reestablishing settlements in north Gaza.

In the past few weeks, several Western governments have requested to know
whether Israel was actually implementing Eiland's plan, which no country in the
world supports, not even the most pro-Israeli ones.

Their concern that Israel's real objective is to remove the population from
northern Gaza has strengthened after Israel initially did not allow humanitarian
aid to enter the area, a step that the world interpreted as an attempt to starve
the population and force it to move south.

The American administration sent Israel a warning letter stating that if Israel did
not immediately permit the entry of humanitarian aid to northern Gaza, the U.S.
might stop arms shipments to it.

In response to the international questions and criticism, official Israeli
government sources made it clear that it has no intention of implementing
Eiland's plan of transferring hundreds of thousands of people from northern
Gaza to the south.

Diplomats told Haaretz that there is little confidence in Israel's explanations.
"Contacts in the Foreign Ministry and Defense Ministry told us that explicitly
this isn't the plan, but it's hard to be convinced when you examine the military's
actions on the ground," one diplomat said.

The IDF operated in Jabalya in May and November, making the current
operation there its third since the outbreak of the war. "The first time the IDF
went into that area, we understood that Israel must act there against Hamas.
The second time, we expressed our reservations and said that without a
diplomatic plan for the day after, Israel will have to return there again and again.

This time the response is different. We are truly worried that Israel is going to
commit something very dangerous, that is categorically prohibited by
international law".

American pressure caused Israel to start allowing aid to enter northern Gaza as
well, against Eiland's line of action, who called for using aid as a lever to remove
the population from the area.

A diplomat whose country is involved in sending the aid said, that "The amount
of aid coming in right now is still very far from what we would like to see. We
saw some movement in a good direction, but it's still under the necessary
threshold. We and other countries will continue to insist that much more aid
must come in".

Another reason for concern is that almost no international aid organizations are
operating in northern Gaza at this time, nor is the foreign media reporting from
there, creating a situation in which the only reports from the area are from Israel
and Hamas.

"There's almost nobody there who can report what's actually happening," one
diplomat said. "This only strengthens the speculations about what Israel is truly
trying to achieve in this operation".

Senior defense officials told Haaretz last week that the government was
prioritizing the removal of people from northern Gaza in order to establish new
settlements there, instead of pressuring for a hostage deal with Hamas.

Commanders on the ground said that they sense that the operation's objective
was to pressure the civilian population to move south, in line with Eiland's
proposal.

Senior defense officials believe that the government is neglecting the
negotiations and advancing the creeping annexation of Gaza – politically and
as defense policy.

Anyone who thinks the idea of permanently occupying the Gaza Strip and
building settlements there is the province of only a few messianists should take
a look at who signed the invitation to a conference titled "Preparing for
Settlement in Gaza," that is slated to take place on Monday. Effectively, it is
signed by the Likud party.

"We are honored to invite you to participate in the 'preparing for settlement in
Gaza' event ... and to be hosted in Likud's sukkah," the invitation says. The
ruling political party is thereby inviting the general public to a conference that
includes building an illegal outpost, as a step toward building a new settlement
in northern Gaza. This insanity is part of an initiative led by the Nachala
movement, which is known for promoting illegal settlements in the West Bank.

Every Israeli must decide if they're ready to join the insanity of re-settling Gaza

"We'll all show up, Likud members, branch heads, ministers and MKs, and
together we'll cry out, 'Gaza is ours, forever!' Sincerely, Minister May Golan and
Knesset members Buaron, Guetta, Gotliv, Dallal, Vaturi, Milwidsky, Kallner, Shitrit
and Shkalim," the invitation concludes.

So far, Prime Minister Benjamin Netanyahu is keeping his distance from these
ideas. When asked about the issue, he is careful to say that Israel has no
intention of building settlements in Gaza. That's what he said in an interview
with CNN in May, when he asserted that rebuilding settlements in Gaza was
never on the table. He reiterated this a month later on Channel 14 television,
and again in his speech to Congress in July.

Nevertheless, this initiative should be taken seriously. Experience shows that
statements about occupation and settlement shouldn't be dismissed as hot air
that doesn't represent the general public.

The settlement movement's political ideas actually represent a sizable segment
of Israeli society. "This event is being planned not just as a theoretical
conference, but as a practical exercise and as practical preparation for renewed
settlement in the Gaza Strip," the Nachala movement said. And it stressed that
this idea "is in an advanced process, with support from the government and the
public."

And indeed, Likud ministers and Knesset members are joining far-right
colleagues in the government who have already confirmed their attendance –
ministers Itamar Ben-Gvir, Bezalel Smotrich, Amichai Eliyahu and Yitzhak
Wasserlauf.

In January, a similar event was held, titled "Settlement brings security and
victory." Twelve ministers participated, including Ben-Gvir, Smotrich, Orit
Strock, Yitzchak Goldknopf and three Likud ministers – Miki Zohar, Idit Silman
and Haim Katz – along with 15 MKs.

"This is the time to return home, to Gush Katif and northern Samaria," Ben-Gvir
told that conference, referring to the settlements in Gaza and the northern West
Bank that were evacuated in 2005. "This is the time to encourage [Palestinian]
emigration. This is the time to win."

This is the time to wake up and understand that these dangerous ideas have
already penetrated deeply into the ruling party. This is especially worrying
because facts are becoming entrenched on the ground that perpetuate the
army's presence and develop the infrastructure for civilian settlement, such as
roads and army bases.

Netanyahu must make it clear that he won't lend a hand to establishing
settlements in Gaza and that this territory isn't part of any future plan for
Jewish settlement.
